[docs] Unsupported option in docs for cinder-manage quota check/sync

Bug Description

The documentation for the cinder-manage quota check (https://docs.openstack.org/cinder/zed/cli/cinder-manage.html#cinder-quota) points out there is an option `use-locks`. This option does not exist in the current release and goes back to at least the xena release.

Same is for the cinder-manage quota sync. Here the option `no-locks` is documented but does not exist in the current release (also goes back to at least xena).

    Remove unsupported options from cinder-manage quota command

    The documentation of the cinder-manage quota check and
    cinder-manage quota sync command list an option which are
    not supported by the commands.

    This patch will remove the unsupported options from the documentation
    and adjust the documentation accordingly.
