Bug Description

Description:
  Optimized SL should be assigned when retyping a volume to default volume type

Steps to reproduce:
  1. I created a synchronous replication volume with Silver SL.
  2. Created a data volume in default volume type. This command created a volume with Optimized SL.
  3. Attempted to retype the synchronous volume created in step 1 to default volume type.
  4. The volume got migrated to non-rdf volume but created with Silver SL.
