Driver-specific options should not be added to [DEFAULT]

Currently some volume drivers register driver specific options to [DEFAULT].

However volume drivers no longer load parameters from [DEFAULT], and [backend_defaults] should be used instead, since Ocata[1].

Hi Sofia,

This bug report is supposed to cover all drivers using [DEFAULT] instead of [backend_defaults].
If my observation is correct the list you mentioned (and the items I fixed in https://review.opendev.org/c/openstack/cinder/+/804581 ) are all drivers currently using [DEFAULT].
