IBM SVF driver: GMCV Add vols to a group fails even if rcrel and rccg are in same state.

in gmcv, group update, adding 2nd volume is not possible even if the states as same.

This is svf limitation, it has to be hanlded in cinder by stopping the relation.

    [SVF]:Fix add volumes to GMCV group

    [Spectrum Virtualize Family] Adding volumes to a GMCV group
    fails even if the rccg and rcrelation are in same state.

    This patch fixes the issues by keeping both rccg and rcrelation
    in consistent_stopped state before updating the relation.

    Also enabled snapshot support for GMCV volumes.
