Retype of in use Hyperswap volume failing

Bug Description

In Cinder SVC driver retyping in use normal volume to Hyperswap volume is failing on HyperSwap setup.

- Do you mind sharing the exact error you are facing when retyping.
- Do you mind to specify the release too.
