manage to encrypt volume_type

Bug Description

Now we can not unmanage an encrypt volume,but we can manage volume to an encrypt volume type.
This will lost volume's data

Hi, can you please add more information about what sequence of events leads to a problem?

First, create a volume, and write data;
Unmanage it

Then, we manage it to an encrypt volume type, and attach it to VM.

the os_brick will formmat the volume, and the data will loss
