No way to filter volume types by availability-zone

it describes how you can filter volume types by availability zone. This however only works with Admin role as the code is hard coded to only allow filtering by the `is_public` attribute.

We are trying to add a feature to horizon where it will only list types based on the selection of an AZ and this bug is preventing that.

Could you please supply the API call you're making that doesn't work? Also, are you specifying microversion 3.52 or later when making the call? Thanks!
