Bug Description

IBM Spectrum Virtualize Family driver handling failback of cinder host and a group based on the status of volumes and groups such as in the host-failback case either switching the relationships of volumes or the combination of stop and start the relationships of volumes and in the group-failback case, by issuing either switchrcconsistgroup or stop and start rcconsistgroup calls and many checks involved in the latter case.

Fixing the above-mentioned issues that impact storage backend performance.
