Bug Description

Attach volume from ceph driver results in false data:

 - Make sure your volume driver is not SolidFire.
 - Use api "https://docs.openstack.org/api-ref/block-storage/v3/#attach-volume-to-a-server" to attach volume.
 - Attachment info displayed successfully, but nothing happens in driver.

Not all backends need to do anything as part of this. What errors are you seeing? The bug description doesn't really specify.

I just don't think that attachment information should exist, this can mislead people into thinking that the attach operation was successful.
