cinder-manage volume update_host does not update service uuids

Bug Description

Following a side by side upgrade, in which we replace the backend nodes, we were exchanging the volumes to the new hosts using cinder-manage volume update_host command.

This operation allows an online update and also lets you remove the hosts that are being replaced.

But we've realized that some time later (we have a purge job that cleans older than 30 days entries), that the service entries cannot be deleted due to a foreign key constraint.

The service entry cannot be deleted because there are volumes pointing to it.

Would it be feasible to modify the service_uuid in the update_host command?
