Bug Description
Environment: Ubuntu Bionic, OpenStack Train, Volume and Backup Driver Ceph
This bug was also reproduced on Queens.
Steps to reproduce:
1) Create volume v1 as user demo
2) Create backup b1 of v1 as user demo
3) Create an incremental backup b2 of v1 as user demo
4) As admin, delete b2
Expectation: Error message "Invalid backup: Incremental backups exist for this backup. (HTTP 400)"
Result: Backup is deleted successfully.
After the backup is deleted, this also causes bug 1869749.
