resource_filters response inaccurate

The etc/cinder/resource_filters.json provides the default listing of what filters can be used when listing various resources.

(1) It's become out of date: doesn't have an entry for volume_transfers, maybe other stuff.

(2) I think the resources listed in that file are incorrect (they're all singular (e.g., "volume") whereas the actual resource name occurring in the URL for these list-whatever responses is plural.

If you pick up this bug, check in the cinder IRC channel before starting to work on (2) to make sure there's agreement that this should be changed.
