Make provision to pass store information

Cinder is now planning to support multiple stores configured in glance. Using the same cinder can now upload the volume as a image (copy-volume-to-image) to specific glance store using volume-type.

Using this patch [1] cinder has now added this support to it's vmware driver, but oslo_vmware further needs to pass it to glance.

The Cinder part of this bug is to update the Cinder requirements and lower-constraints to use versions of oslo.vmware that contain this fix (or to add a 'known issues' release note if the new version isn't released until after the Ussuri library freeze).

    Pass "store_id" to backend when transfer volume to image

    Glance supports multiple stores now. In order to use this feature, on
    patch #661676, it added parameter "store_id" when call function
    "image_transfer.upload_image". We need to parse this parameter and pass
    it to "image_service.update" function.
