Bug Description

In Neutron's queue we have job neutron-tempest-iptables_hybrid-fedora which runs now on Fedora 29.
Since we switched from old Fedora 28 to Fedora 29 11 tests are failing constantly and it seems that the issue is somewhere in Cinder.
All those tests are failing due to errors like "volume bc10cb59-b5a9-414f-bd97-140f07d05c30 failed to reach in-use status (current available) within the required time (196 s)."
