cinder-specs: cinder misidentified as "volume service"

Cinder is officially the Block Storage service [0]. On specs.openstack.org, however, it's identified as the "Volume Service".

This needs to be changed in two places:
1. the index page in the openstack/cinder-specs repo
2. in the openstack/project-config repo (where the code implementing the build-openstack-specs-site job lives)

    Identify Cinder as the Block Storage Service

    According to openstack/governance/projects.yaml, Cinder is the
    OpenStack Block Storage service. This patch changes the specs
    index page to reflect this.
