Comment 40 for bug 1823200

I'll update the OSSN draft later today and get these patches reviewed (though of course, everyone should feel free to review/test them!).

With the PTG next week, we should figure out the timing of this. Jeremy, can you suggest how this should go?

- should there be a patch directly to ussuri, or will we backport the patch from master?
