ceph CI jobs running a lot of extra scenarios

devstack-plugin-ceph-tempest jobs are running a lot of tempest scenario tests that should be filtered out.

tempest.scenario.test_network_basic_ops
tempest.scenario.test_network_v6
tempest.scenario.test_security_groups_basic_ops

...to name a few.

This is greatly contributing to the high rate of timeouts for this job.

We need to add some filtering kind of like this:

But to the zuul config used for the ceph job.
