Bug Description

ERROR cinder.volume.manager File "/opt/stack/cinder/cinder/volume/drivers/rbd.py", line 721, in _create_encrypted_volume
ERROR cinder.volume.manager encryption = volume_utils.check_encryption_provider(volume, context)
ERROR cinder.volume.manager TypeError: check_encryption_provider() takes exactly 3 arguments (2 given)
ERROR cinder.volume.manager

This was caused by a refactoring patch:
https://review.openstack.org/#/c/598223/

Will revert it for now as the effort this was written for is still in progress.
