Migrating an attached read-only volume turns it into read-write

Bug Description

When we migrate, or retype with migration, a read-only volume, we end up with a read-write volume after the migration, as mentioned in bug https://bugs.launchpad.net/cinder/+bug/1782714.

Set right attach mode after migration

    When migrating attached volumes we are assuming they are always in "rw" mode,
    which means that a "ro" attached volume will end up as "rw" after a
    migration.
