restore always use default az instead of availability zone property

Bug Description

We can restore a backup to an existing volume or a new volume.
For the new volume case, it always create volume with the default az regardless of "availability_zone" property.
I prefer to use the "availability_zone" property to restore new volume.

Reason: As we support creating volume from backup, which let us specify the az. So abandon this patch
