VMAX Driver not returning all service levels in get-pools

Unable to see certain SLO's in the cinder get-pools output, only SLOs which have an associated SG on the backend VMAX are returned.

This is a result of an earlier bug fix in this release to fix an issue where service levels associated with other SRPs were being reported, leading to issues where unsupported service levels were being chosen (such as Optimized on an AFA).

    VMAX Driver - Fix for get-pools and returned Service Levels

    This code change corrects the issue with not all Service Levels
    being returned by 'cinder get-pools' command.
