Job misconfiguration? A bug in Cinder?

Not sure, but it's not great.

The same run does show os_brick debug logs in n-cpu:

Compared cinder volume logs and nova compute logs in the tempest-integrated-storage job on https://review.opendev.org/c/openstack/cinder/+/833443/2 -- https://zuul.opendev.org/t/openstack/build/72d30d804e00491a84dceac671408444/logs

This seems to still be an issue. The c-vol log shows no "DEBUG os_brick" messages.
