Option needed to create volume in erasure coded ceph pool

Bug Description

An additional option for which data pool to use is needed for clone and create operations on erasure coded pools in ceph. The ability to create rbd block devices was added in ceph during the luminous release. The current rbd driver works due to the backward compatible default of None for the data pool option, allowing this to be set to a value other than None will enable support of erasure coded pools.

Doesn't appear to be a push for needing this functionality. At any rate, this would be a new feature of the driver, not a bug.
