SolidFire does not have get_manageable_volumes defined

Bug Description

The get_manageable_volumes which results in the following cinder-api.log error
ERROR cinder.api.middleware.fault NotImplementedError: Get manageable volumes not implemented.

To test
$ cinder get-pools

Current Result:
ERROR: The server has either erred or is incapable of performing the requested operation. (HTTP 500) (Request-ID: req-d15274fa-6f8e-4e95-b015-05c4fbdfdf21)

This is issue is not release specific, but currently testing on Newton.

I have reproduced this error on solidfire not lvm.
It looks like not implemented yet get_manageable_volumes method in solidfire.py
