Steps out of order for Cinder Installation

The order for installation has been transposed so that the storage node is being installed before the controller. I have confirmed this change was not intentional with jungleboyj and smcginnis and that it should be re-ordered for consistency.

This bug tracker is for errors with the documentation, use the following as a template and remove or add fields as you see fit. Convert [ ] into [x] to check boxes:
