Various gate jobs time out waiting for vol available

I've started noticing the following error in our legacy-tempest-dsvm-neutron-full jobs:

Based on [2] this does not appear to be neutron specific and has started occurring as of 10/17/2017. However additional debug is needed to determine where the issue lies and where/what needs to be addressed.

I see that the last time we hit this was on the 19th, which is 5 days ago. Granted, there was a weekend in the middle. Let's keep an eye on this

There does seem to more occurrences on the 21st as well from Miguel's link, though no more since then as of now. Seems like this is recurring at least, but seems to be infrequent.

Currently 38 hits in the last 7 days, but mostly for other jobs, so I don't think that this is related to Neutron, rather Tempest and/or Cinder.

I marked it as invalid for neutron as it looks that it's clearly Cinder issue

for me too, it seems cinder or test bug. need further investigation.

Based on the long inactivity I assume, the problem with gate jobs got resolved. If you feel like it's not, feel free to reopen the issue again.
