Bug Description

Openstack Cinder PS driver is creating unmanaged snapshots when expanding the size of a volume. The result is an array based snapshot which isn’t manageable via the Cinder volume driver

The EQL volume driver is missing the parameter “no-snap” in “def extend_volume”

    Dell EMC PS: Fix extend volume creating unmanaged snapsots

    The Dell EMC PS driver's extend volume code is missing the
    no-snap option and creates unmanaged snapshots in the background.
    Added that option to fix it.
