Bug Description

The cinder driver-requirements.txt file says

hpe3parclient>=4.1.0 # Apache-2.0

This is incorrect

The pypi package name is actually python-3parclient

    3PAR driver-requirements name

    This patch fixes the name of the pypi package for the 3PAR
    client library. The actual package name in pypi is python-3parclient.
