vmware vmdk volumes backup in ceph but restore error

Bug Description
I use ceph as cinder-backup backend, and back up a vmdk volume successfully. But when I restore the backup, it failed.
According to os-brick codes, I found after downloading volume's file to the tmp_file_path from ceph,
the file format come to be raw, but `CopyVirtualDis
support the raw format, it only support the format of vmdk.
