Bug Description
There is a scenario that cinder doesn't connect rados client successfully. A backup can be created with status of 'error', And the status is 'error_deleting' after deleting the backup using commmand. Cinder backup driver has already supported force delete and ceph backup driver should support force delete backup in this case.
