RBD volume backend hangs forever when cluster isn't writeable

Bug Description

When using the RBD backend and the cluster goes into a state of being unwriteable, either because too many OSDs are failing or when they are getting too full, the cinder-volume process simply blocks on startup. It would IMO be nicer to add a timeout here and generate an appropriate log message, allowing for easier debugging.
