Bug Description
I'm using Dell EqualLogic volume driver in Cinder, and I wanted to have more than one QoS policy.
In this case i'm using two, one without a QoS (called delleqlx) and other one with QoS (delleqlx-20mb).
If I do a retype from delleqlx to delleqlx-20mb it will fail, but if I remove the QoS specs from delleqlx-20mb, do retype and reapply the policy, it works fine.
So to summarise:
1. Tried to retype delleqlx to delleqlx-20mb -> Failed
2. Removed QoS specs from delleqlx-20mb
3. Retype delleqlx to dellqlx-20mb -> worked
4. Added again the QoS specs to delleqlx-20mb

Dell EqualLogic are EOL, I think this bug is no longer relevant.
