Bug Description

I use ceph cluster as backend storage, but the cluster does not use any authentication mechanism. When configuring cinder, the option 'rbd_user' is not set, it will use 'admin' as default user. When I create a backup for a volume, I get an error, it says "BackupInvalidCephArgs: invalid user ''".
