Result of retype a volume is not correct.

Bug Description

The backend storage is two ceph clusters. I have created two volume type, one is 'mirror' with 'replication_enabled = True', and the other is 'test' without 'replication_enabled' specification. Then I create a volume with type 'mirror', I can see it in both clusters. When I change its type from 'mirror' to 'test', the image created in standby cluster has gone, that's reasonable. But when I change its type from 'test' to 'mirror' again, the mirror image is not created in standby cluster, that's not correct.
