zfssa cache luns are too small when glance images are precisely X Gigabytes

Bug Description

When using the local caching feature to create LUNs for glance images, and if we have a precise value, the number returned is the size of the volume. This applies to any other perfectly sized image.
But there are overheads to account for which means a precisely sized will not actually fit onto the volume.
