[huawei]The speed of the lun-copy operation should be adjustable

While creating a copy of a lun, the copy speed is frozen as 'middle(2)'.
I've a test about copying a lun(50G), which takes more than 1 hours.
And I think the speed of the copy operation shuld be adjustable.

    Huawei driver supports specifying copy speed

    Currently, while creating volume from snapshot or cloning volume,
    Huawei driver always specifies the copy speed as medium.

    This patch lets users specify the copy speed they want, via
    the metadata optional argument.
