Improve logging for attach/detach actions

Bug Description

We have logs for initialize/terminate connection and attach/detach only in debug mode. It means if something goes wrong, operators should change log level to DEBUG and restart c-vol service. For troubleshooting reasons let's change log level for such actions to INFO level

I don think we don't need to change them since we are going to implement an API to dynamically change the log levels.

    Log detailed attach/detach volumes info

    Change cinder-volume logs level from debug to info to have
    information about volume attach/detach usage.
    Need to change cinder.conf for usage 'resource' variable in log
    messages.
