Add storwize volume qos parameter Bandwidth_limit

Bug Description

From Storwize Release 7.7 , there is a new qos parameter Bandwidth_limit for volume.

The cli to change the Bandwidth_limit of a volume is :
chvdisk -unitmb -rate Bandwidth_limit_rate vdisk

And the cli to change the IOThrottling(IOPs_limit) is still:
chvdisk -rate throttle_rate vdisk

The Bandwidth_limit should be added to the qos parameters list.
