os-quota-set extension for user does not work with block storage API v2 or v3

Hi Cinder team,

I have noticed in block storage API, it described some method "Shows, updates, and deletes" quotas for a user that were according to a tenant.
I have tried to check in quota.py source code in cinder and it seem to me user quota part is not implemented yet. but somehow it is still described in API document v2 and v3 as well.
Please confirm if this is a doc-bug or something else here.
