Ability to set default quotas for a volume-type

Bug Description

At this time there doesn't seem to be a way to set default quotas for an individual volume type. In a multi-tenant environment with a multi-backend cinder configuration, volume-type quotas are only limited by the overall quota-defaults from the cinder.conf .

This is already possible in Cinder, since we now have quotas in the form volumes_<type-name>, gigabytes_<type-name> and snapshots_<type-name>
