Bug Description

When you try to create a snapshot of a dell sc cinder iscsi volume that has no data on it, it fails. If the volume has data, it succeeds.

This is specific to dell sc series. On the Dell SC server side, a volume doesn't exist until there is data or it has been attached to a server. We attempt to do that so we can snap it but if there isn't ask an available server that won't work.

This is the way the SC array works, and since this is really a test only situation it is recommended to just have an available server connected so the tests can artifically activate the volume in order to snap it.
