Bug Description
The problem occurs when the cinder volume is attaching to the instance.
When multiple fault domains are configured in Dell SC 9000, the compute node does ISCSI discovery and tries to connect to the random one and fails to login. The volume eventually attaches to the instance but takes longer.

The issue is that the Dell driver has no way of knowing what is visible to the Nova node and returns all domains.
