Cinder functional test client has no mechanism to set admin perms

Currently the cidner functional api client doesn't have admin permissions. Tried just setting admin/admin to create a self.admin_api but seems there's more missing there. Should probably clean this up so we can run various functional tests and still use the default policy file.

    Fix policy file used for testing

    The policy file is hard coded to the fake one which is used for
    unit tests. This patch fixes it by providing the possibility to
    overwrite the default value and use the real policy files for the
    in-tree functional tests.
