Running Cinder from trunk (current Newton), it's not possible to run Cinder Tempest plugin:

I found the root cause, and this is not a Cinder bug, but an issue in RDO packaging, I'm about to fix it.

    Move and rename tempest_tests to cinder/tests/tempest

    To avoid conflicts, it needs to be done and
    the subdirs 'api' and 'scenario' directly under
    the cinder/tests/tempest directory
