    Added more options while uploading volume as image

    Added support for is_public/visibility, and protected
    while uploading volume as image to image service.
    is_public/visibility is used to make the image publicly accessible
    and protected is used to prevent the image from being deleted.

    Two new parameters were added to the body of the os-volume_upload_image
    API request, 'visibility' and 'protected'. Visibility can either be
    public or private, and corresponds to creating a public or private
    glance image. Protected can be true or false. The creation of a public
    image is restricted to admin users.
