project/tenant id not in VolumeBackup

Bug Description

Using the v2 API, both volumes and snapshots include as part of their response the tenant/project id. In the case of volumes it's under the 'os-vol-tenant-attr:tenant_id' attribute, and with snapshots, the 'os-extended-snapshot-attributes:project_id' attribute. Backups don't appear to have this information at all, nor is it possible to calculate it in some cases because backups exist independent of the volume they were created from (even if it's deleted).

My use case for this is to enable indexing for searchlight but more generally it makes the admin all_tenants search option much less useful without knowing who owns a particular backup.
