Bug Description
When using nested quotas, we'll need to be querying a Keystone project every time we create a volume. For the time being, all parent projects are immutable, so we really should be able to cache the projects on the Cinder side so we don't need to query for them each time.

Talked to Ryan about this and it sounds like something that will need time to bake once we get it in place. Moving to low priority and targeting for the next release.
