Volume Migration: optimizing the host assisted migration by taking the local_path

Bug Description

During the general host assisted volume migration, the host always do the local attach_volume to establish the connection to the volume from local driver, which is a necessary step to get the device path for the volumes created from the back-end drivers not locally on the cinder volume node, e.g. ibm, hp, emc, dell, etc.

However, drivers, like LVM, NFS, etc, are able to provide the local_path for the volume. It is a waste of time for them to attach the source volume.
