Bug Description

Reproduced with a new devstack environment:

1) Create a volume from cirros image.
2) cinder upload-to-image that volume.

Get the following error:

I've run these steps with LVM backend and I haven't been able to reproduce the error you describe.

I think this bug is duplicate of https://bugs.launchpad.net/cinder/+bug/1527324 .
Error message on the paste.openstack.org is same messages which are reported to the bug 1527324.
