Cannot override auth_url used by os_privileged_user

There is no way to override the auth_url used by the os_privileged_user. The catalog found in the token is always used.

There should be a way to override the auth url just like there is a way to override the nova endpoint url.

    Introduce os_privileged_user_auth_url config to give the ability
    to override the auth_url used when authenticating
    the OpenStack privileged user and bypass use of catalog found in token.
